**MILD SPOILERS**
What you need to do is go to Rosa’s apartment, talk to Joey, and select ‘ghostly powers.’
Joey will blow on the curtains to show his one ghostly power. Then return to Kelly’s room and use the phone. Click on Joey while Rosa is using the phone. You will be able to progress from there.
